Build a Healthy Community: Priority 109 - Street Maintenance: Continue to Seek New Funding Sources to Enhance Street Rehabilitation, Patch Paving and Slurry Seal Projects to Fix City Streets and to Enhance City's PCI Index is a major policy goal contained in the FY 2025-27 City Council Priority Workplan, effective April 7, 2025.
CEQA Compliance Statement
Generating the list of SB 1 RMRA funded projects is not a project as defined by CEQA. As projects are developed, each will be assessed regarding CEQA requirements before construction.
BACKGROUND
On April 28, 2017, the Governor signed Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017, to address statewide transportation funding shortfalls. SB 1 established a Road Maintenance and Rehabilitation Account (RMRA) in the State Transportation Fund. Since January 2018, the State Controller has deposited revenues generated from increased fuel taxes and vehicle registration fees into the RMRA.
A portion of the RMRA funds is distributed monthly to the City for basic road maintenance rehabilitation and critical safety improvements on local streets and roadways. For Fiscal Year 2026-27, the City of San Pablo is projected to receive $903,625 in SB 1 RMRA funding.
