BACKGROUND
On January 7, 2013, City Council adopted Resolution 2013-002 which approved all City Council Assignments for Calendar Year 2013. Contained in this approval was the establishment of an Alternative Governmental Services and Structures Ad-Hoc Subcommittee (Calloway/Kinney), which subsequently met with the City Manager, former City Attorney and Special Legal Counsel Julian Gross on the development of a Local Hiring Ordinance policy for City-initiated public works projects, as well as project labor agreement arrangements.

A proposed Local Hiring Ordinance for City public works projects was initially developed and brought forward for discussion with the Ad-Hoc Subcommittee members and City Council consideration in February 2013. Following these discussions, and reaction from the Contra Costa Labor Trades Council and American Building and Contractors' Association, the matter was not pursued further and the Subcommittee disbanded.

However, the City Council has continued to maintain an active Project Labor Agreement & Local Hiring Ordinance for PW Projects policy in the Adopted Council Priority Workplan. With future City projects on the horizon, it would be appropriat...
