FY 2023-2025 Council Priority Workplan Compliance Statements:
Improve Public Safety Item 505 Keep San Pablo Clean- Litter Control Initiative and Improve Public Safety Item 511 Enhance and Diversify Homeless Outreach Services and Develop and Implement City-Wide Illegal Encampment Strategy are adopted policy items under the FY 2025-27 City Council Priority Work plan, effective April 7, 2025.


BACKGROUND
Litter and illegal dumping are major concerns for both San Pablo residents and city employees. A 2021 community survey identified city cleanliness and garbage collection as the top issue. The Public Works Department also must meet requirements under the National Pollutant Discharge Elimination System (NPDES), which includes tracking and reducing litter, especially in creek areas. As a strategic response, in 2020, the City introduced a Multi-Year Litter and Illegal Dumping Strategy. A key part of this plan is partnering with local non-profits and community-based organizations (CBOs) to lead cleanup and education efforts, particularly focusing on creek areas impacted by illegal encampments.
In November 2024, the City approved a 3-year contract with SOS Richmond, a local non-profit that emphasizes a housing-first model and provides comprehensive support services to unhoused individuals. Services include housing support, job training, and cleanup efforts. The contract requires SOS Richmond to provide the following services:
* 8 Annual Creek Clean-ups
* Weekly San Pablo Wellness Center Events with a focus on job readiness training
* Data collection to meet NPDES permit reporting requirements
