Priority 109 - Develop Public Facilities for Active Living (Parks, Open Space, Sidewalks, Trails, Bike Lanes, Etc.) is a Major Policy Goal under the FY 2025-27 City Council Priority Workplan, effective April 7, 2025.

CEQA Compliance Statement
This project was determined to be Categorically Exempt from environmental review under CEQA Guidelines (California Code of Regulations, Title 14, Division 6, Chapter 3, Sections 15000-15387) Section 15301, Existing Facilities, since this project involves the rehabilitation of existing facilities (rubber play surface at Davis Park and Community Center Tot Lot) to meet current standards of public health and safety.

BACKGROUND
The Public Works Department Maintenance Division is responsible for the daily maintenance and repair of City-owned infrastructure, including parks and recreation facilities. On April 21, 2025, pursuant to Resolution 2025-054, the City Council authorized execution of a contract with Spectrasystems, Inc. in the amount of $50,668, plus a 15% continency, for a total authorization not to exceed $58,268, for the replacement of pour-in-place rubber play surface pads at Davis Park.
