FY 2025-2027 Council Priority Workplan Compliance Statements:
Improve Public Safety - Priority 505.1: Expand Educational and Marketing Outreach and Seek New Partnerships to Eradicate Or Greatly Reduce Litter Control and Illegal Dumping, is a major policy goal contained in the FY 2025-27 City Council Priority Workplan, effective April 7, 2025.
BACKGROUND
Litter and illegal dumping remain ongoing concerns within the City of San Pablo and were identified by residents as a top community concern in a 2025 survey. To support the City's litter reduction goals and National Pollutant Discharge Elimination System (NPDES) permit requirements, the City partnered with Earth Team to implement the Youth Zero Litter Program.
The Youth Zero Litter Program, implemented through Earth Team, a 501(c)(3) nonprofit organization, uses a service-learning approach to engage local youth in environmental stewardship, litter abatement, workforce development, and civic engagement in San Pablo. Through paid internships, students partner with school districts, municipalities, local organizations, businesses, and community members to collect litter data, raise public awareness, and complete direct litter cleanup activities throughout the City. The program leverages youth leadership and education to help reduce litter sources, protect local waterways, and provide participants with hands-on environmental education and career development opportunities.
