Enhance Community Resilience - (205) Promote Civic Engagement and Awareness in all City Programs/Services by Creating a Communications Plan to Standardize Practices for Sharing Information, Publicizing City Programs and Making San Pablo a Place to Visit is a major policy goal contained in the FY 2025-27 City Council Priority Workplan, effective April 7, 2025.
BACKGROUND
Former Public Works Director Allan Panganiban passed away on May 9, 2026, after eight years of dedicated service to the City of San Pablo. Throughout his tenure, Allan was committed to maintaining and improving the City's public infrastructure and facilities while serving the community with professionalism and integrity. In recognition of his service and lasting contributions to the City, staff is proposing the installation of a memorial plaque in his honor.
The City Council previously adopted Resolution 2017-188, establishing the City's Policy for Naming, Dedication, Sponsorship of City Facilities, and Acceptance of Donations. Pursuant to the Policy, the City Council must approve the placement of any memorial plaque honoring an individual or deceased person. The policy further provides that the type, size, font, and placement of plaques installed at City facilities are subject to City Council approval.
