BACKGROUND

Measure K 2024-25 Annual Audit and Report (Measure K is a quarter-cent sales tax measure approved by 71% of voters on June 3, 2014 to ensure continued and adequate Emergency Medical Services at Fire Station 70 by funding a dedicated paramedic-staffed unit, originally Squad 70, transitioned to Truck 70 in 2021, following the closure of Doctor’s Medical Center.  FY 2024-25 marks the tenth fiscal year of operations under Measure K, during which Station 70 responded to 4,976 emergency calls (a 9% year-over-year increase and a 42% increase over the past ten years).  Measure K generated $1,036,165 in revenue against $1,872,711 in expenditures; the difference is covered by a General Fund operating subsidy consistent with the 2014 contractual arrangement.)

Measure S 2024-25 Annual Audit and Report (Measure Q was a ten-year sales tax increase approved by 74% of voters on June 5, 2012 to be used for all general City services, including but not limited to, the following:  public safety, job training, and youth services.  In November 2020, the voters approved Measure S with 79% support, which effectively extended the Measure Q sales tax for another ten years.  Measure S is currently at the 1/2 cent rate (through September 30, 2027), stepping down to 1/4 cent thereafter through September 30, 2032.  During FY 2024-25, Measure S generated $2,073,681 in revenue against $1,978,980 in expenditures, yielding a net positive variance of $94,701.)
