Improve Public Safety is an adopted policy item under the FY 2025-27 City Council Priority Work plan, effective April 7, 2025.

BACKGROUND
The Police Department's use of an independent third-party investigator(s) for Internal Affairs investigations and the administrative review of major critical incidents is intended to promote transparency, impartiality, and public confidence in the integrity of the investigative process. Internal investigations and high-liability incidents - such as officer-involved shootings, in-custody deaths, serious uses of force, allegations of misconduct, and other critical events - often involve significant legal, operational, and community considerations. Utilization of a third-party investigator helps ensure that these matters are reviewed objectively, and removed from any actual or perceived conflicts of interest that may arise when investigations are conducted internally.

WBA Consulting & Investigations
The Police Department has utilized services with Brian Addington of WBA Consulting & Investigations for the past four years. The current contract, which was approved via Resolution 2023-072, is set to expire on June 30, 2026.
