BACKGROUND
Two of the City's servers are now approximately 10 years old (Generation 1), have exceeded their useful life and are now failing. This has resulted in frequent breakdowns and regular work slowdowns or stoppages because of needed repairs. One storage area network (SAN) with hard drives is required to house the servers and expand storage capacity, along with virtualization software (VMWare) to achieve efficient operations.
Typically, a purchase of this amount from a single vendor would trigger the need for a formal bid process (equipment purchases over $25,000). However, City Municipal Code 3.16.110, Exceptions to Bid Policy, allows the City to buy directly from a vendor at a price established by competitive bidding by another public jurisdiction without calling for bids even if the City had not joined with that public agency in a cooperative purchase ("piggybacking").
