BACKGROUND
The Contra Costa County Sheriff’s Office currently processes all Carry Concealed Weapon (CCW) permit applications for San Pablo residents; however, the County is transitioning this responsibility to local municipal agencies, including the San Pablo Police Department. Under California law and applicable regulations, the Chief of Police is authorized to issue a CCW permit to an applicant who satisfies all statutory and regulatory requirements.
The Police Department incurs costs for the services it provides in connection with its processing of CCW applications and permits, including but not limited to significant staff time. As a result, the California Penal Code Section 26190 authorizes the City to establish and collect fees for the recovery of costs associated with the Police Department’s processing and regulation of CCW permits.
Before the Police Department can begin accepting CCW applications, it desires to establish an approved fee schedule for the CCW permit program, to be added to the Police Services and Code Enforcement section of the City’s Master Fee Schedule adopted by Resolution 2025-141.
