FOR THE PROJECT
CEQA: The San Pablo Dam Road Gateway Improvement Project - Concrete Improvements was assessed and determined to be Categorically Exempt under Section 15301(b)&(c), and 15301(c) of the CEQA regulations. This exception was filed on April 10, 2026.

Build a Healthy Community - (109) Develop Public Facilities for Active Living is a major policy goal contained in the FY 2025-27 City Council Priority Workplan, effective April 7, 2025.
BACKGROUND
Maintenance on arterial roadways is a priority of the Public Works Department. San Pablo Dam Road is the gateway to most of the retail areas of the City. The sidewalks and asphalt between Interstate 80 and San Pablo Avenue have needed significant maintenance for several years. The sidewalks show a host of cracks and the asphalt surface of the roadway has several potholes. As this is the gateway to retail and entertainment areas of the City, the condition of these assets creates many visitors' first impression of the City.
The project was intended to have both concrete and asphalt repairs in a single phase. However, upon inspection, the extent of concrete repairs was determined to be more substantial than originally planned. Repair of sidewalks and improvement of pedestrian facilities, including accessib...
