CEQA: An environmental review analysis consistent with California Environmental Quality Act (CEQA) requirements will be prepared for the design and construction plans at time of implementation.

BACKGROUND
The East Bay Municipal Utility District (EBMUD) recently completed pipeline replacement work within the City of San Pablo. The Public Works Department has ongoing coordination meetings with EBMUD to efficiently schedule pavement restoration in areas affected by utility work.
Typically, EBMUD restores pavement per City standards, including a 1-foot tee-cut trench and a 4-inch hot mix asphalt patch flush with the existing pavement. However, in this particular area, the surrounding pavement has deteriorated significantly. As a result, achieving a clean boundary between the trench patch and existing pavement is not feasible.
