FY 2025-2027 Council Priority Workplan Compliance Statements:
The adoption of this Resolution is not directly included in the FY 2025-27 Council Priority Workplan Compliance Statement adopted on April 7, 2025, but is required to implement changes to the Memorandum of Understanding for effective City Operations.
BACKGROUND
The San Pablo Police Employees Association (SPPEA) proposed revisions to the Memorandum of Understanding (MOU), Section 7, Shift Assignment by removing the maximum twelve (12) months of continuous assignment on any one shift. The City and SPPEA agreed to amend the MOU language by temporarily suspending the 12-month shift assignment cap, on a pilot basis through the end of the MOU term and effective July 1, 2027, the language will revert back to the 12-month limit on shift assignment.
The signed side-letter agreement, which is subject to approval by the City Council, is attached to this report.
PROPOSED PLAN AMENDMENTS
The proposed resolution would approve the changes to the SPPEA MOU with represented employees reflected in the side-letter agreement, to include from the date of signature on the side-letter until June 30, 2027, the parties agree to temporarily suspend the 12-month shift assignment cap, on a pilot basis.
