BACKGROUND
The City of San Pablo is a member agency of the West Contra Costa Integrated Waste Management Authority (WCCIWMA) / Recyclemore Joint Powers Authority (Authority) and maintains Board of Director representation on the Authority's Board which meets officially monthly under matters pertaining to the adopted Joint Exercise of Powers Agreement in effect since 1991, last amended in 2019.
On January 20, 2026, pursuant to Resolution 2026-007, the City Council confirmed the following representation to the Authority Board during its discussions on City Council Annual Assignments for the calendar year 2026, as follows:
* Vice-Mayor Rita Xavier (Primary)
* Councilmember Abel Pineda (Alternate)
WCCIWMA Board Officers - February 2026
On February 12, 2026, during its annual election of Board Officers, Vice-Mayor Rita Xavier was selected as the new Authority Board Chair which was affirmed by Authority Board action in accordance with Section 7.4 of the Joint Exercise of Powers Agreement.
