Improve Public Safety is one of the top City Council priorities and is an adopted policy item under the FY 2023-25 City of San Pablo City Council Priority Workplan, effective May 1, 2023.

BACKGROUND
The Police Department has a 2000 Dodge Ram Maxi Van (Vehicle 810) and a 2014 Ford Taurus (Vehicle 876) that are inoperative due to extensive engine issues.

Vehicle 810 is currently assigned to the Police Department's Crime Scene Investigations Unit, and the cost of repairs far exceeds the vehicle's current market value of $1,461. Vehicle 876 is assigned to the Patrol Division and has been inoperable since January 2023. This vehicle requires a new engine with an estimated cost of $7,000 to $10,000. Due to supply chain shortages, Ford Motor Company estimates a twelve-month delivery timeline for a new engine. The cost of replacing the engine exceeds the vehicle's current market value of $5,294.

Vehicle Surplus
The Police Department proposes designating Vehicles 810 and 876 in its existing fleet as surplus and disposing of the vehicles by auction pursuant to San Pablo Municipal Code Section 3.16.120, which states:
