Continue to be an "Employer of Choice" to attract and retain talent and continue to provide the community with exceptional service is a City Council priority contained in the FY 2025-27 City of San Pablo City Council Priority Workplan, effective April 7, 2025.

BACKGROUND
On July 23, 2025, the City Manager's Office received a request for sponsorship from the San Pablo Police Employees' Association (SPPEA) for its 5th annual Sierra Two charity golf tournament. The event will be held at the Wildhorse Golf Course in Davis on Friday, September 26, 2025.

The event is a golf tournament to honor former San Pablo Sergeant David Neece; the event is named after his call sign, "Sierra 2."

Sgt. Neece was a member of the San Pablo Police Department for 13 years and passed unexpectedly in 2019 at the young age of 37. Sgt. Neece developed as one of the most respected and loved officers within the San Pablo Police Department. The City's support of the SPPEA 5th annual golf tournament in Sgt. Neece's honor is a small gesture of the City's appreciation for his service and contributions to the City that will promote morale among the City's current sworn and unsworn workforce alike.

The funds raised from this event will directly benefit Sgt. Neece's two children as the funds raised go directly into a college fund for both children. A smaller percentage of the proceeds will also be donated in Sgt. Neece's name to other law enforcement families in need or to organizations that help law enforcement families in need, such as ...
