FY 2023-2025 Council Priority Workplan Compliance Statements: Build a Healthy Community: Priority 109 Develop Public Facilities for Active Living (Parks, Open Space, Sidewalks, Trails, Bike Lanes, Etc.) is an adopted policy item under City of San Pablo City Council Priority Work Plan FY 2023-25, effective May 1, 2023 pursuant to Resolution 2023-058 and amended on December 16, 2024.

BACKGROUND
Street Lighting and Landscape Assessment District No. 1982-1 ("SLLAD") provides annual funding for operations and maintenance of public streetlighting, landscaping, parks, and public facilities, including City Hall and the Senior Center. The Landscaping and Lighting Act of 1972 (the "Act") requires the City of San Pablo (City) to conduct a three-step Council meeting process each year to place the SLLAD assessments on the Contra Costa County property tax roll for the ensuing fiscal year. The first step in the required annual process is for City Council to adopt a resolution of initiation generally describing any proposed new improvements or any substantial changes in existing improvements and ordering the preparation of an Engineer's Report for the ensuing fiscal year.
