CEQA: This project is exempt from the California Environmental Quality Act ("CEQA") pursuant to 14 C.C.R. Section 15301 because it consists of the maintenance of existing facilities.

Major Policy Goal: Improve Public Safety - 500 Employ Integrated Efforts to Reduce Blight are adopted policy items under the FY 2023-25 Council Priority Workplan, effective May 1, 2023.
BACKGROUND
The City's street sweeping operation removes trash and garbage via mechanical or manual means from the street and prevents same trash and garbage from migrating onto local waterways. A clean street also adds a beautification aspect to the neighborhood.
In June 2016, the City executed a contract with Contract Sweeping Services (now owned by Sweeping Corporation of America) to provide Citywide street sweeping services. The contract is set to expire on June 30, 2023.
On January 23, 2023, staff issued a Request for Proposals (RFP) soliciting proposals for street sweeping services for all City streets. On February 23, 2023, the City received three (3) sealed bids for street sweeping services. The bid results were as follows:
