COUNCIL PRIORITY WORKPLAN STATEMENT
Foster Youth Leadership/Cultivation of the Next Generation of Civic Leaders and Foster College and Career Readiness, Education, Youth Leadership, and City/Contra Costa College/WCCUSD Partnerships are adopted policy items under the FY 2023-25 City Council Priority Workplan, effective May 1, 2023.

BACKGROUND
The City Council approved the By-Laws for a Youth Commission on October 5, 2010, and approved amendments to the By-Laws on May 20, 2013, October 15, 2018, October 7, 2019, and April 17, 2023.

On January 7, 2025 the Community Services Standing Committee (Cruz/Pineda) approved the recommendation to appoint the thirteen (13) commissioners that were recommended as part of a staff presentation.

The purpose of the San Pablo Youth Commission (SPYC) is to act as a liaison between the San Pablo youth community and the City Council, to advise the City Council on youth-related issues, and to promote civic engagement among youth in San Pablo by:

o Service Learning by participating in volunteer opportunities
o Professional Networking creating alliances with other community-based organizations
o Youth Leadership opportunities through convening community events and activities that encourage youth voice
o Community Engagement by connecting youth to community issues

The primary duties of the SPYC are to represent and be an advocate for the youth of the City of San Pablo, to review those municipal matters referred to it by the City Council and City Staff, as well as to report its findings and make recommendations to the City Council and City staff.
