BACKGROUND
Government Code Section 50569 requires that on or before December 31st of each year, the City of San Pablo (the "City") and the Local Successor Agency (the "LSA") make inventories of all real property they hold, own, or control, and determine which property, if any, is in excess of their foreseeable needs.

Moreover, the statute provides that any citizen, limited dividend corporation, housing corporation, or nonprofit corporation, shall upon request, be provided with a list of the surplus properties without charge.

Inventories of all the properties owned by the City and the Local Successor Agency are set forth in Attachments B and D, along with a description of the current use or foreseeable need of each property.

The City Council previously declared a San Pablo Dam Road site (420-040-013), a portion of the Old City Hall site, 1411 Rumrill Blvd site, and 3400 San Pablo Damn Road site to be surplus property. Those properties are listed on the inventory of City/LSA properties. With the proposed resolutions, the City and the LSA have determined that no additional properties, other than those already designated and listed, are "surplus" or in excess of foreseeable needs.
