FY 2023-25 Council Priority Workplan Compliance Statement
City Council Assignments are NOT contained in the FY 2023-25 Council Priority Workplan, effective May 1, 2023. All City Council assignments are determined in accordance with SPMC 2.16.070 requirements.
BACKGROUND
The City Council maintains a list for each calendar year of City Council Member assignments to City Council Ad Hoc and Standing Committees which includes annual representation to local and regional bodies, organizations, and committees, Joint Powers Authority Board of Directors (in which case the City is an official member), and other quasi-public agencies involving a number of public policy areas, including representation on the San Pablo Economic Development Corporation (SPEDC).
Per San Pablo Municipal Code (SPMC) section 2.16.070 and State law, the Mayor makes Council Member assignments for the calendar year period subject to majority approval by the City Council via Resolution.
Calendar Year 2023 City Council Assignments
On January 17, 2023, the City Council approved all City Council Assignments as recommended by Mayor Pineda per SPMC 2.16.070 requirements, and approved by Resolution No. 2023-006 for Calendar Year 2023 period, as follows:
• Exhibit A - City Council Ad- Hoc Temporary and Standing Committees for CY 2023
• Exhibit B - Individual City Council, Local & Regional Assignments for CY 2023
Since that time, the City Council has amended the 2023 assignments three times by adding ad hoc committees as follows:
Amendment No.1: Casino/Lytton Tribe Ad-Hoc Subcommittee:

For Calendar Year 2023, the Mayor and City Manager recommend the following changes to City Council Annual Assignments under Exhibit B - Local and Regional Assignments:
(1) ESTABLISH AN ANNUAL COUNCIL ASSIGNMENT TO MEET WITH THE CITY AUDITOR TO REVIEW CITY FINANCIAL STATEMENTS TO SATISFY AUDIT COMMUNICATIONS BY CITY AUDITOR FOR GASB COMPLIANCE
Proposed: Pabon-Alvarado (Primary); Ponce (Alternate)
The City’s Auditor has been meeting unofficially with members of the City Council without a formal authorization by the City Council. On May 10, 2023, the City Auditor made an official request to meet with individual a member of the City Council and the City Manager to review City financial statements to satisfy generally accepted accounting principles (See Attachment).
Current Councilmembers assigned to the Budget, Fiscal & Legislative Standing Committee (Pabon-Alvarado; Ponce) have been reviewing all City-related budget and fiscal matters for Calendar Year 2023 per adopted Resolution No.2023-006, and making appropriate recommendations to the City Council on these policy matters. Therefore, the Mayor recommends that Councilmember Pabon-Alvarado serve as the Council primary representative, and Vice-Mayor Ponce serve as the alternate Council representative to meet with the City Auditor for these scheduled purposes.
(2) REVISE THE PRIMARY AND ALTERNATE COUNCIL ASSIGNMENTS TO THE WCCIWMA/RECYCLEMORE BOARD OF DIRECTORS

Proposed: Xavier (Primary); Pineda (Alternate)
Since January 2023, Councilmember Xavier has been representing the City Council on the WCCIWMA/Recyclemore Board of Directors due to the Mayor’s medical condition and ADA disability accommodation. In recognition of that the Mayor’s ongoing recovery and to meet operational needs and assure that San Pablo is appropriately represented at the Recyclemore Board of Directors, the Mayor recommends that the City Council approve making Councilmember Xavier the primary Council representative on the Recyclemore Board of Directors, and Mayor Pineda the alternate Council representative effective immediately

Per SPMC 2.16.070, the City Council may approve the assignments recommended by the Mayor, by formal motion affirmed by majority vote via minute action.
