Corp Yard Building Replacement Project CYD-SHP, is an adopted policy item under the Infrastructure policy area, Capital Improvement Projects section, Public Works category of the FY 2015-17 City Council Priority Workplan, effective October 1, 2016.

 

CEQA Compliance Statement

This agreement is not a project as defined by CEQA; however, the specific work identified from the conceptual design may require further CEQA review.

 

BACKGROUND

The City of San Pablo currently owns a two-acre site located at 1411 Rumrill Boulevard in the City of San Pablo. The property was purchased in October 2016 from the Local Successor Agency by Resolution LSA2016-007 adopted on 3rd day of October 2016 and adopted by the Oversight Board on the 17th day of October 2016 by Resolution OBA2016-004.

 

The City of San Pablo intends to construct a new Corporation Yard on this site that will serve as the City’s centralized maintenance and storage headquarters. In addition to the maintenance functions, it is proposed that storage and potential training facilities for the Community Services and the Police Departments be included at the site. The professional services of an architectural firm are required to develop a needs assessment, site evaluation, geotechnical study, preliminary design alternatives, and project budget. This information will be used as a basis to move forward to CEQA review, design and construction documents.

 

On March 3rd, 2017 staff solicited proposals from responsible and qualified firms for a conceptual plan for a new Corporation Yard. Staff received a total of six proposals from firms experienced with this type or work and who have expressed interest in providing architectural services to the City of San Pablo.

 

The firms are: TLCD Architecture, Shah Kawasaki Architects, Indigo/Hammond + Playle Architects, HKIT Architects, RNL Architects, and Kappe Architects.

 

Based on an evaluation and interviews of the proposals received, it is the opinion of staff that TLCD Architecture best demonstrates the experience and qualifications to provide the service necessary for the development of the site. Staff has negotiated a contract with TLCD Architecture for the necessary services in an amount of $134,638 with an available contingency of $15,362 (11.4%) for a contract not to exceed $150,000. TLCD Architecture will provide the City with a needs assessment and site evaluation that includes the following services:

 

                     Conceptual design drawings for Architectural, Civil, Structural, Mechanical, Plumbing, and Electrical improvements

                     Conceptual level Maintenance Facility planning document

                     Conceptual design drawings for Landscape Architecture

                     Geotechnical Engineering report

                     Cost Estimate

 

How, who and when final design and construction documents are prepared and construction management undertaken are still unknown given timing and funding considerations.

 

FISCAL IMPACT

The contract amount is $134,638, with an available $15,362 contingency amount, for a total authorization amount of $150,000. Funding in the amount of $100,000 has already been approved in the FY 2016/17 Capital Improvement Budget for the City Corp Yard Shops project (320-3200-43600-CYD-SHP). Additional funding in the amount of $50,000 would be transferred from the FY 2016/17 Street Lighting and Landscaping Assessment District Budget for professional services (237-3610-43600) to fully fund the contract.
