FY 2023-25 Council Priority Workplan Compliance Statement

Proposed Policy No. 415 - Authorize the City Manager to re-address the City’s adopted Local Hiring and Opportunity Policy (previously adopted via Resolution 2018-023) to explore potential agreements or ordinances to expand local employment and contracting requirements for various types of City-supported major public projects and service contracts is not contained in the FY 2023-25 City Council Priority Workplan, effective May 1, 2023.

 

CEQA Compliance Statement

This proposed action is not a project as defined by CEQA; although, particular projects in the Workplan may be subject to CEQA and require additional review at a later date.

 

BACKGROUND

 

Adopted City Council Priority Workplan (FY 2023-25)

On May 1, 2023, the City Council adopted the FY 2023-25 City Council Priority Workplan (Workplan) via Resolution 2023-058 following a Strategic Planning Workshop process which concluded in April 2023.  At the same meeting, City Council approved Amendment No. 1 to the Workplan via Resolution No. 2023-065. Additional policy amendments have been approved to date for the FY 2023-24 period, as follows:

 

On June 5, 2023, the City Council approved Amendment No. 2 to the Workplan via Resolution 2023-092.

 

On August 7, 2023, the City Council approved Amendment No. 3 to the Workplan via Resolution 2023-130.

 

On December 13, 2023, the City Council approved Amendment No. 4 to the Workplan via Resolution 2023-167.

 

On February 5, 2024, the City Council approved Amendment No. 5 to the Workplan via Resolution 2024-015.

 

On March 18, 2024, the City Council approved Amendment No. 6 to the Workplan via Resolution 2024-042.

 

Two-Step Process for Amending the City Council Priority Workplan

The process for considering a formal policy amendment to the Workplan involves two (2) steps, as follows:

 

                     Step No. 1: Adopt a motion via minute order to add the proposed Workplan amendment to a future City Council agenda for formal policy discussion; and

 

                     Step No. 2: Have the policy discussion about the proposed Workplan amendment as part of an agendized item at the City Council meeting to meet Ralph M. Brown Act requirements; Vote to approve/deny the policy amendment to the Workplan by majority vote via Resolution.

 

Proposed Workplan Amendment No. 7 for City Council Discussion

At the end of the July 1, 2024 City Council meeting, on a motion made by Councilmember Pineda and duly seconded, the City Council voted to schedule a policy discussion at the regular City Council meeting on July 15, 2024 to consider amending the Priority Workplan to explore the following:

 

1)                     Re-address the City’s adopted Local Hiring and Economic Opportunity Policy (previously adopted via Resolution 2018-023) to explore potential agreements or ordinances to expand local employment and contracting requirements for various types of city-supported major public projects and service contracts.

 

Related Policy Research and Feasibility

Following City Council direction received, additional policy research was conducted by City staff on policy feasibility.  One attachment is included with this staff report and is being presented for additional policy consideration, as follows:

 

1)                     On February 20, 2018, the City Council adopted a Local Hiring and Economic Development Policy which currently addresses local employment and service contracting requirements for City-supported major public projects and service contracts via Resolution 2018-023 (See Attachment).

 

Revised Policy Recommendations for City Council Consideration

Based on additional policy research noted above by the City Council, the City Manager recommends that the City Council re-consider the following policy amendment to the Workplan:

 

UNDER MAJOR POLICY GOAL: FOCUS ON ECONOMIC DEVELOPMENT AND FICAL DIVERSIFICATION

 

Proposed Policy Item No. 415:

 

1)                     Authorize the City Manager, and designated staff or parties, to re-address the City’s adopted Local Hiring and Economic Opportunity Policy (previously adopted via Resolution 2018-023) to explore potential agreements or ordinance amendments to expand local employment and contracting requirements for various types of city-supported major public projects and service contracts.

 

New Temporary City Council Ad-Hoc Subcommittee

With consideration of proposed Council Priority Workplan Amendment No. 7 noted above, the City Manager requests the designation of a new temporary, limited-term City Council Ad-Hoc Subcommittee (Subcommittee) to coordinate with the City Manager and City Attorney, and other designated staff or parties, on exploring policy options to potentially amend the City’s adopted Local Hiring and Economic Opportunity Policy, and formulate these policy options with the new Subcommittee members to make future policy recommendations to the City Council. 

 

Upon recommendation made by Mayor Ponce, per the requirement  of San Pablo Municipal Code Section 3.16.070 , the following two (2) Councilmembers are hereby recommended for this temporary City Council Ad-Hoc Subcommittee which shall be of limited, temporary duration, and which shall expire in approximately six (6) months on January 31, 2025: 

 

                     Councilmember Pabon-Alvarado

                     Councilmember Abel Pineda

 

Should the City Council with to move forward with the Proposed Council Priority Workplan Policy Amendment No. 7, the City Manager would recommend approval by majority vote via adopted Resolution this evening.
