City Council Ad-Hoc and Standing Committees are not specifically contained in the FY 2019-21 Council Priority Workplan, effective March 1, 2019 and last amended September 8, 2020, but are necessary to support overall implementation of the plan.

BACKGROUND

The City Council maintains a listing of active City Council Temporary Ad-Hoc and Standing Committees for each calendar year which are individual Councilmember assignments involving representation to local and regional bodies, organizations, and committees, joint powers authority board of directors (in which case the City is an official member), and other quasi-public agencies involving a number of public policy areas, including representation on the San Pablo Economic Development Corporation (SPEDC) in accordance with SPEDC adopted by-laws. All Councilmember assignments are subject to requirements of SPMC 2.16.070 while the SPEDC Board appointment is a separate action by the City Council affirmed by majority vote of the City Council.

 

Calendar Year 2020 - City Council Assignments

On January 21, 2020, the City Council adopted Resolution No. #2020-011 affirming all recommended appointments by Mayor Cruz of individual City Council Standing Committee and Regional/Local Assignments; and establishing new temporary, limited term Ad-Hoc Subcommittees during Calendar Year 2020.

 

Calendar Year 2020 - City Council Assignments Amendment

On March 17, 2020, the City Council adopted Resolution No. #2020-033 affirming a recommended appointment by Mayor Cruz to establish a new, temporary, limited-term Ad-Hoc Subcommittee on Emergency Preparedness and EOC Exercises for CY 2020; and recommending Mayor Cruz and Vice-Mayor Pabon-Alvarado to be assigned as designated Councilmembers to coordinate with the City Manager until December 31, 2020.

 

Mayor Proposed Amendments for CY 2020

Pursuant to SPMC 2.06.070, and in consultation with the City Manager, Mayor Cruz desires to make the following proposed amendment to the adopted City Council Assignments for CY 2020, as follows:

 

1)                                          Exhibit A:  New City Council Ad- Hoc Temporary & Standing Committees for CY 2020:

 

Proposed:   Proceed with establishing a new, temporary, limited-term Ad-Hoc Subcommittee on COVID-19 pandemic related operational and policy activities for CY 2020; and recommending Mayor Cruz and Councilmember Pineda to be assigned as designated Councilmembers to coordinate with the City Manager until December 31, 2020. 

 

A preliminary scope of COVID-19 related operational and policy issues may include, but are not limited to, the following:

 

                     City-provided COVID-19 Community Education & Outreach Activities and Programs as defined by the City Manager;

                     Coordination with Contra Costa County officials (i.e. CCC Health Services; County Supervisor John Gioia - First District Office; CCC Public Health Officer, etc.) on any County-provided COVID-19 pandemic related programs and services;

                     Other City-provided COVID-19 operational and policy related items as defined by the City Manager.

 

The proposed Mayor-recommended amendment to City Council Assignments for CY 2020 requires approval by majority vote of the City Council by Resolution (see attachment).  The City Council, by formal motion and affirmed by majority vote, may change or fill vacancies.
