CEQA Compliance Statement
Staff evaluation of this work with respect to the California Environmental Quality Act (CEQA) recommends that it be found categorically exempt in accordance with Section 15301 (Class 1) of the CEQA Guidelines, minor alterations to existing public streets. Also, based on the evaluation of the project, Caltrans staff recommends that the National Environmental Policy Act (NEPA) environmental document to be developed should receive categorical exclusion in accordance to Section 23 USC 326, 23 CFR 771 activity (c)(3).
BACKGROUND
In November 16, 2018, the City of San Pablo was awarded $914,040 in federal funding from Cycle 9 Highway Safety Improvement Program (HSIP) to install improvements in the intersections of Church Lane and Willow Road, and El Portal Drive and Mission Bell Road. The City received the Caltrans authorization document (E76) for preliminary engineering funds through a letter dated November 6, 2019.
The project will include installation of pedestrian crossing enhancements, such as raised pedestrian refuge islands, improvements to existing pavement markings and signs, addition of advanced yield lines and rectangular flashing beacons; and at the El Portal Drive/Mission Bell Road intersection, the project will also install lighting to improve nighttime visibility at the crosswalk.
On March 5, 2020, staff issued a Request for Proposals (RFP) for professional consultant services (Attachment 2 Exhibit A). Staff received four proposals and after thorough review of the proposals, all four consultant teams were selected for an interview on April 22, 2020:
• Bellecci & Associates
• BKF
• Harrison Engineering Inc.
• TJKM
Harrison Engineering Inc. was evaluated as the highest-ranking consultant team and is recommended for selection for the requested services.
Staff is requesting authorization for the City Manager to enter into an agreement with Harrison Engineering Inc. (Attachment 2) for Engineering Design Services as outlined in the RFP in the amount of $89,000 with a 15% contingency for a total authorization of $102,350. The term of the agreement will conclude on March 31, 2021.
FISCAL IMPACT
There is no new fiscal impact of this item. Pursuant to Resolution 2019-136, the funds for this item were appropriated as shown in the table below. To recap, $163,170 in federal grant funding (320-0701-43602-HSP-119) and $18,130 in City General funding (320-0701-43602-GEN-420) is available for this agreement.
