Item 202: Identify and Implement Long-Term Environmental Stewardship Goals is an adopted policy item under the FY 2025-27 Council Priority Workplan, effective April 7, 2025.
BACKGROUND
In February 2026, the U.S. Environmental Protection Agency (EPA) announced the availability of funding through the Water Quality Restoration Grant Program under the San Francisco Bay Program. This competitive grant program supports projects that improve water quality and achieve measurable progress toward restoring San Francisco Bay and its watersheds. On February 17, 2026, the City Council adopted Resolution 2026-021, authorizing the Public Works Department to submit a grant application for funding under this program for the San Pablo Stormwater Tracking, Operations & Runoff Maintenance (SP-STORM) Project (0908). The City's application included the following project components:
• Sutter Avenue Monitoring - Conduct water quality monitoring at the Sutter Avenue Green Street Project site over a four-year period to satisfy regional National Pollutant Discharge Elimination System (NPDES) permit requirements and secure C.3.j treatment credit acres.
• Green Stormwater Infrastructure Maintenance - Provide ongoing operations and maintenance for more than forty (40) bioswales installed along Rumrill Boulevard and Sutter Avenue.
• Staff Time - Support City staff efforts related to program management, grant administration, community outreach, and public education to increase awareness and participation in bioswale stewardship activities.
The City was subsequently awarded funding for the SP-STORM Project, and on June 15, 2026, the City Council accepted the funds pursuant to Resolution 2026-098. The total project cost is $1,681,000, comprised of $1,260,600 in grant funds and $420,400 in match. The match will be a combination of staff time, stormwater compliance credit sales, financial contributions from the Contra Costa Clean Water Program for monitoring elements, and financial contributions from Oldcastle, the company that built the infrastructure at Sutter Avenue.
As part of the grant award, the EPA designated funding specifically for four years of monitoring of the high-flow media bioretention system at the Sutter Avenue Green Street Project site. The City proposes to contract with Integral Consulting, Inc. through cooperative purchasing, as allowed by San Pablo Municipal Code Section 3.16.110(E). This provision allows the City to purchase services through another public agency’s competitive procurement process using established pricing, without conducting a separate solicitation.
In this case, the City will use Contra Costa County’s Request for Qualifications (RFQ) for Municipal Regional Stormwater Permit Compliance Services (Bid No. 2110-509), issued by the County Clean Water Program on October 27, 2021, on behalf of its member agencies, including the City of San Pablo. The RFQ requested qualifications for five service areas, one of which was Water Quality Monitoring and Water Quality Management Support. Respondents were evaluated on their qualifications, experience, methodology, cost of services, and references.
City staff reviewed the County’s solicitation and confirmed that it was a full and open competitive process: it was publicly advertised and electronically submitted through the Periscope S2G platform, it included a public question-and-addenda process, and proposals were evaluated by an RFQ Review Committee against published criteria. Integral Consulting, Inc. was selected through the County’s RFQ process to provide services under the Water Quality Monitoring and Water Quality Management Support service area. By utilizing the County’s competitive selection process and established pricing, the City can procure the required monitoring services without conducting a separate solicitation.
Under the proposed agreement, Integral Consulting will install and operate automated, flow-weighted influent and effluent monitoring stations at the Sutter Avenue low-impact development (LID) facility from October 2026 through September 2030. Monitoring will include four storm events per water year, for a total of 16 influent and effluent monitoring events. Integral Consulting will maintain the monitoring equipment, remove it annually as needed, prepare annual data reports, and submit a final report by September 30, 2030, in accordance with EPA grant requirements.
As part of the project, the Contra Costa Clean Water Program (CCCWP) has committed $60,000 in matching funds to help satisfy regional C.3 monitoring requirements under the countywide NPDES permit. The CCCWP Management Committee approved the grant match on February 18, 2026. As the fiscal agent for CCCWP, the Contra Costa County Flood Control District (FCD) will enter into a memorandum of understanding (MOU) with the City to facilitate payment of the $60,000 match. Execution of the MOU and appropriation of the matching funds will be completed under the City Manager’s authority.
In addition to grant funding and other matching contributions, the City anticipates generating future revenue through the sale of stormwater compliance units associated with the Sutter Avenue Green Street Project. Under Contra Costa County’s Regional Alternative Compliance (RAC) System, qualifying green stormwater infrastructure projects can generate compliance units that other permittees in the County may purchase to help meet their obligations under the Municipal Regional Stormwater NPDES Permit. As the project sponsor, the City may sell available compliance units to other public agencies, generating revenue that can offset the City’s costs associated with the project, including stormwater monitoring. Therefore, the City’s portion of the monitoring match will be offset by future compliance credit sales.
Staff recommends that the City Council authorize the City Manager to enter into an agreement with Integral Consulting, Inc. through cooperative purchasing for stormwater monitoring services at the Sutter Avenue Green Street Project site from October 2026 through September 2030, and approve the associated appropriation of $127,358 from the Post-Construction Maintenance Account (910-3310-20703) to support the City’s share of monitoring and operation costs.
FISCAL IMPACT
The total SP-STORM Project budget is $1,681,000, consisting of $1,260,600 in EPA grant funding and $420,400 in required matching contributions. Of the total project budget, $943,558 is allocated to monitoring activities, funded as follows:

The proposed $127,358 contribution from the Post-Construction Maintenance Account (910-3310-20703) will partially fund the monitoring agreement with Integral Consulting, Inc. As revenue from future compliance unit sales has not yet been received, the City will use the available fund balance to cover these costs in the interim. Upon receipt of the compliance unit sales revenue, staff will return to City Council with a recommendation to allocate the revenue toward monitoring costs and restore the corresponding amount of the Post-Construction Maintenance fund balance.
