BACKGROUND

On August 8, 2014, the Local Successor Agency to the Redevelopment Agency of the City of San Pablo transferred ownership of vacant land with APN 420-040-013 located on San Pablo Dam Road (Property) to the City (City) with the intention of developing it as a new freeway sign. The 2-acre Property is zoned Open Space and has access and topographical challenges.  Additionally, the City-owned property is also adjacent to State of CA right of way property which abuts the Interstate 80 freeway administered by State CA Department of Transportation (CalTrans)

 

Over the years, the City has made several attempts to develop a new sign on the Property but it has proved to be unfeasible as there are freeway signs in very close proximity to the Property. Moreover, the Property has become a health and safety risk due to the prevalence of various nuisance activities on the Property. 

 

To that end, staff is recommending that the City explore options for the Property be sold and developed including rezoning it in order to get the highest and best use. The proposed resolution directs the City Manager to explore these options and prepare the Property for potential disposition and development. Any proposed purchase and sale of the Property will need Council approval and will be subject to the State’s Surplus Land Act.

 

FISCAL IMPACT

The proposed item has no fiscal impact.
