FY 2023-25 Council Priority Workplan Compliance Statement

Build a Healthy Community - 109 Develop Public Facilities for Active Living is an adopted policy item under the FY 2023-25 Council Priority Workplan, effective May 1, 2023.

 

BACKGROUND

On April 28, 2017, the Governor signed Senate Bill 1 (SB1), Road Repair and Accountability Act of 2017, to address transportation funding shortfalls statewide. SB1 established a Road Maintenance and Rehabilitation Account (RMRA) in the State Transportation Fund.  Since January 2018, the State Controller has been depositing funds generated from increased fuel taxes and vehicle registration fees into the RMRA.  A portion of the RMRA funds are distributed on a monthly basis to the City for basic road maintenance rehabilitation and critical safety projects on local streets and road systems.  In Fiscal Year 2023/24, the City of San Pablo is projected to receive $721,720 in SB1 RMRA funding. 

 

On June 21, 2022, the City Council through Resolution 2022-101 approved a proposed project list to complete the Citywide Slurry Seal Pavement Rehabilitation Project (0602) during FY2022/23.  The slurry seal project includes crack seals and slurry seals of various streets throughout the City that were selected based on pavement condition index (PCI). The project is currently underway and is expected to be completed in late summer 2023.

 

In 2022, the City received Pavement Management Technical Assistance Project (P-TAP) grant funding, managed by the Metropolitan Transportation Commission (MTC).  Under P-TAP, MTC contracts with qualified consulting firms to provide assistance to Bay Area jurisdictions for eligible pavement projects.  MTC then assigns a consultant to each awarded jurisdiction and the consulting firm works with the jurisdiction to draft a comprehensive report on the conditions of pavement of the street within the jurisdiction.

 

Staff has reviewed the report completed in March 2023 and selected the San Pablo Dam Road I-80 Gateway Improvements Project (0605) to be completed in part with SB1 RMRA funding during FY2023/24.  The project includes streets to be rehabilitated based on pavement condition index (PCI), street functionality (Arterial) and public safety factors.

 

The San Pablo Dam Road I-80 Gateway Improvements Project will include grinding and paving, and improvements to medians, sidewalks, and pedestrian crossings.  In addition, the project will include traffic signal improvements and re-striping.  The San Pablo Dam Road I-80 Gateway Improvements Project (0605) will include the following street segments:

In order to meet SB1 funding requirements for Fiscal Year 2023/24, City staff will submit to the California Transportation Commission the proposed project and adopted resolution once approved.

 

FISCAL IMPACT

City approval of the resolution puts the City in a position to receive all projected $721,720 in SB1 RMRA revenues allocated for the City for Fiscal Year 2023/24.

The preliminary estimated cost of the San Pablo Dam Road I-80 Gateway Improvements Project is $2,125,000 and the useful life of the project is estimated to be 10-15 years.  City staff will return to Council to appropriate SB1 RMRA funding and other funding sources when the San Pablo Dam Road I-80 Gateway Improvements Project is awarded to the selected contractor(s).
