Major Policy Goals: Enhance Community Resilience and Build a Healthy Community are adopted policy items under the FY 2025-27 Council Priority Workplan, effective April 7, 2025.
BACKGROUND
The City Manager’s Office received an event sponsorship request from Nurturing Independence Through Artistic Development (NIAD) to support its Glamour Moves Event on Saturday, September 12, 2026, from 1PM - 4PM at the NIAD Art Center (551 23rd Street, Richmond). The event is open to the general public with a pay what you wish general admission model ($0 - $25).
NIAD is a nonprofit 501(c)(3) organization and has expanded into an in-person and virtual program supporting more than 75 artists to exhibit their work at galleries, museums, and fairs worldwide. The Glamour Moves Event is a celebration where community members gather to support NIAD artists as they showcase their designs on a runway. NIAD serves artists daily, including artists that are San Pablo residents.
The San Pablo City Council recently adopted a policy on funding one-time, discretionary grant awards for special events activities and events sponsored by eligible non-profit organizations (Resolution 2026-074). As part of the policy, City Council may exercise its own discretion in awarding one-time public financial assistance to eligible organizations or groups contingent upon the following requirements:
1. Demonstrated community benefit that enriches the local community;
2. Attendance is open to the general public; and
3. The activity does not pose unreasonable public safety risks or liability impacts on public property or in City facilities.
The above requirements have been reviewed by Staff as follows:
