Compliance statements

Under MAJOR POLICY GOAL: Expand Housing Options, there are several adopted policies related to rental regulations (tenant protections) adopted under the FY 2025-27 City Council Priority Workplan, effective April 7, 2025.

 

CEQA Compliance Statement

This agenda item not subject to environmental review under the California Environmental Quality Act (CEQA) because it would not result in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore is not considered a “project” subject to CEQA environmental review. (Pub. Resources Code, § 21065; 14 Cal. Code Regs.§ 15378.).

 

BACKGROUND

As previously discussed by the City Council at their Special City Council Meeting conducted on March 24, 2025, this Special City Council Meeting (Workshop) has been scheduled to further address existing rental regulation policies contained in the Adopted FY 2025-27 City Council Workplan (Workplan), adopted on April 7, 2025 via Resolution 2025-044, with a further policy discussion on rent stabilization.

 

Economic Development, Housing & Project Mgmt. Standing Committee Review

On May 29, 2025, the City Council Standing Committee (Cruz; Ponce) were provided a preliminary general overview and update from City staff on existing and adopted rental regulations contained in the Adopted Workplan, and findings from the City of San Pablo Fiscal Analysis conducted by RSG, Inc. on a proposed Rent Stabilization and Tenant Protection Ordinance, which was completed during FY 2024-25.
