Improve Public Safety - Priority 500 Employ Integrated Efforts to Reduce Blight is a major policy goal contained in the FY 2023-25 City Council Priority Workplan, effective April 7, 2025.
BACKGROUND
For more than 12 years, the Public Works Department Maintenance Division has utilized Cartegraph software, recently acquired by OpenGov, Inc., to track maintenance activities, manage infrastructure asset data, and support the City’s asset management program. Since entering into an agreement with Cartegraph Systems, LCC in July 2014, the Public Works Department has continuously utilized the platform to document work activities, maintain asset inventories, track maintenance history, and support regulatory reporting requirements. In 2023, the City executed a three-year agreement with OpenGov for Enterprise Asset Management (EAM) software, which expires on July 31, 2026.
The EAM platform remains a critical operational tool for the Public Works Department, supporting the management of streets, streetlights, landscape assets, stormwater infrastructure, facilities, and other public assets. Continued use of the software allows staff to efficiently track work orders, monitor asset conditions, maintain historical records, and improve maintenance planning and service delivery.
On May 18, 2026, the City Council adopted Resolution 2026-072, approving an amendment with OpenGov for implementation of a new Permitting and Licensing software platform. The permitting and licensing system will be integrated with the City’s existing asset management system, creating a more comprehensive and connected platform for managing public assets, permits, inspections, and related records.
Staff recommends approval of a one-year Agreement with OpenGov for continued Enterprise Asset Management software subscription, hosting, maintenance, and support services for the period of August 1, 2026, through July 31, 2027. The one-year term will align the agreement with the recently approved Permitting and Licensing software platform, simplifying future contract administration, budgeting, and software renewal schedules.
Pursuant to San Pablo Municipal Code Section 3.16.110.B, formal and information bidding requirements do not apply to contracts involving the acquisition of proprietary software, intellectual property, or related specialized services that are integral to the operation and functionality of the product. The proposed agreement with OpenGov includes software licensing, hosting, maintenance, technical support, and related services necessary for the continued operation of the City’s Enterprise Asset Management system. As such, the proposed agreement is exempt from the City’s formal and informal bidding requirements under the Municipal Code.
FISCAL IMPACT
The total cost of the proposed one-year Agreement with OpenGov is $52,923.78 for the period of August 1, 2026, through July 31, 2027. Funding for the subscription, hosting, maintenance, and support services is included in the proposed FY 2026-27 Public Works operating budgets for Streets Maintenance (200-3710-43600) and the Street Lighting and Landscape Assessment District (237-3610-43600.
