FY 2021-23 Council Priority Workplan

Improve connections to healthy eating and active living, and San Pablo Beacon Community Schools Initiative are both adopted policies contained in the FY 2023-25 City of San Pablo City Council Priority Workplan, effective May 1, 2023.

BACKGROUND

 

Team For Youth (TFY)

On February 21, 2012, the City Council authorized Measure Q to be placed on the June 2012 ballot.  Measure Q was a sales tax that helped fund youth services to reduce gang activity; improve police presence in San Pablo schools and neighborhoods; fund the Childhood Obesity Prevention Advisory Group and provide support for local job training and economic development. Measure Q was passed with a 74% approval from voters.

Over the years Measure Q has helped fund the scope of work of the TFY Grant Program, which has been improved over the years to meet the needs of the community and to keep pace with the growing national trends in the Community Schools arena.

On July 20, 2020, the City Council authorized that Measure S be placed on the November 2020 ballot to keep in place the revenue stream from Measure Q, which was scheduled to expire in 2022. Measure S passed and provided the City with an additional 10 years of funding.

This funding mechanism has been the foundation for developing and deploying the Community Services Department/Youth, Schools, and Community Partnerships Divisions vision, by providing financial support for the personnel, programs, and services needed to build and support the San Pablo Beacon Community Schools Initiative (SPBCSI). The SPBCSI has proven to be a direct benefit to the San Pablo residents who attend West Contra Costa Unified School District public schools located within City boundaries. These tax measure dollars also help to alleviate a general fund subsidy.

 

Childhood Obesity Prevention Advisory Group

On April 2, 2018, the City Council adopted Resolution 2018-047, authorizing the appropriation of a portion of funds generated by the lease of the City’s Billboard, located at 2525 San Pablo Dam Road, as follows: 1) 20% or a maximum of $100,000 per fiscal year to fund Childhood Obesity Prevention Programs and 2) 10% or a maximum of $50,000 per fiscal year to fund Workplace Development Programs via contract with the San Pablo Economic Development Corporation.

 

On April 16, 2018, the City Council adopted Resolution 2018-059, authorizing an annual allocation of general fund revenue from the Measure Q Sales Tax Measure annual revenue to fund Childhood Obesity Prevention Programs effective July 1, 2018.

 

Effective on July 2, 2018, through the adoption of Resolution 2018-100, the City Council transformed the Childhood Obesity Prevention Task Force (COPTF) into a new 5-Member Childhood Obesity Prevention Advisory Group (COPAG), to coincide with the implementation of the FY 2018/19 for contracts and program administration for childhood obesity prevention programming. this action effectively rescinded previously adopted City Council Resolutions 2011-123, 2012-117, 2014-035, and 2016-005.

 

City’s Financial Condition

The City of San Pablo recently hired an outside financial services consultant (PFM) to complete the City’s new 10-year Long Range Financial Plan (LRFP). This new LRFP identified new General Fund operating deficits forecasted for the next 10-year period (2024-2034).  This information was publicly reviewed on December 13, 2023, by the City Council. Unfortunately, based on the results of the LRFP, this City’s financial condition has changed dramatically with all current City expenses and revenue trends requiring immediate action to avoid forecasted structural deficits expected to occur beginning in FY 2024-25, and over the next 10-year period cumulating into a combined (-$44.1M) revenue deficit (shortfall).

On December 13, 2023, the City Council authorized a number of immediate cost-saving measures adopted by Resolution #2023-167 to assist the City Manager in elimination of said forecasted structural deficits and GF annual subsidies totaling (-$8.7M) for the immediate next three-year period beginning FY 2024-25 through FY 2026-27, or until the City’s revenue capacity can be adjusted appropriately and greatly improved.

Following a recommendation from the City’s Community Services Standing Committee in December 2023 and due to the City’s current financial condition, staff, as a cost savings measure, recommends that two existing City administered grant programs be combined into one City administered grant program since both programs are funded by the City’s Measure S sales tax revenue source. The two grant programs being recommended for program consolidation are:

 

1.                     Team For Youth Grant Program:  serves as our primary funding source for our San Pablo Beacon Community Schools Initiative via third-party community service providers; and

2.                     Childhood Obesity Prevention Grant Program:  serves as our primary funding source for childhood obesity prevention activities and programs via third-party community service providers.

Dissolution of COPAG

Should this new program administration/consolidation formally be adopted by the City Council, the COPAG would be officially dissolved and transformed from a formal appointed body (subject to public noticing requirements under the Brown Act) into a new advisory stakeholder group.  This proposed new structure would still enable COPAG members who wish to, to continue to serve in an advisory role to City staff on the continued review of RFP proposals for the Childhood Obesity Prevention Grant Program.  However, this staff advisory group would no longer be subject to public noticing requirements of the Brown Act, and its members will not require formal appointment by the City Council to serve in this future capacity.

Community Services Standing Committee

This item was taken before the Community Services Standing Committee on December 5, 2023 where it was unanimously recommended (Cruz & Pineda) to move forward to City Council for formal consideration and approval.

Additional indirect cost savings will occur by consolidating multiple grant programs and contracts into one administered grant program, thus freeing up additional staffing capacities in multiple departments.
