council priority workplan statement

Promote Civic Engagement and Awareness in All City Programs/Services is an adopted priority under the FY 2023-25 Council Priority Workplan, effective May 1, 2023.

BACKGROUND

Sky Elements Drone Shows is the leading drone light show provider in the United States. Drone light shows and aerial performances are redefining the future of entertainment on an immense scale.

Last year was the first year we held a drone show in place of a fireworks show in the City of San Pablo.  Sky Elements, LLC was the company that provided Drone Show Services (consisting of 100 drones for a cost of $40,000) at the 2023 Multi-Cultural 4th of July Celebration.  The show was well received by all in attendance and staff felt some of the positive effects of the drone over a fireworks show. Some of the positive effects of the drone show were; reduced air pollution as they do not emit particles into the atmosphere, unlike fireworks, and lower noise pollution as they were quieter and less disruptive to both people, wildlife, and pets, and they did not leave behind debris or litter, making cleanup much easier than when we had the fireworks show, which saved staff labor costs.

This item was taken before the Community Services Standing Committee (Pineda/Cruz) on June 4, 2024, where it was unanimously recommended to come before the City Council for formal review.

Staff recommends executing a new agreement with Sky Elements, LLC at an annual cost of $40,000, in an amount not to exceed $120,000, effective July 1, 2024, and running through FY 2026-27.  By committing to a three-year contract, staff is securing a reputable vendor, receiving a flat annual rate for the next three years, while expanding the number of drones being added to the show every year, please see the chart below.
