Infrastructure - Admin/Operations - (6) Capital Improvement Projects, (6.2.13) Rumrill Complete Streets Corridor Mobility Plan is an adopted policy item under the FY 2018-21 City Council Priority Workplan, effective November 1, 2017.

 

CEQA Compliance Statement

This project is categorically exempt under the California Environmental Quality Act, Section 15301, Existing Facilities (Class 1) of the CEQA Regulations, on the basis that the project involves repair and minor alteration to the existing public streets, sidewalks, gutters and similar facilities. The Notice of Exemption was filed and recorded with the Contra Costa County Clerk on January 7, 2018. Since the project is also receiving federal funding the project was also determined to categorically exempt under the National Environmental Policy Act (NEPA), Section 23 CFR 771.117(c): activity(c)(3). The Notice of Exemption for NEPA was filed on March 14, 2018 by the California Department of Transportation (Caltrans).

 

BACKGROUND

The City of San Pablo, in collaboration with the City of Richmond, commissioned a Complete Streets Study that considered options for improving Rumrill Boulevard for all road users. This study, which was finalized in 2015, developed a project scope and 30 percent plans for improvements. The Rumrill Boulevard Complete Streets Project is a two-mile-long project that modifies Rumrill Boulevard in the City of San Pablo between Costa Avenue and San Pablo Avenue.

 

The project proposes to modify Rumrill Boulevard to add Class II and Class IV bikeways or cycle tracks in both directions of travel, while reducing the number of vehicle travel lanes in both directions and adding left turn pockets along the corridor.  Related improvements include landscaped buffers, parking protection, and striped buffers as well as potential physical barriers such as landscaping and curbing.  In addition, the project will include traffic signal modifications, crosswalk modifications, lighting and concrete improvements (i.e. curb ramps, sidewalk, driveways, and median), and flashing beacons, as well as storm drainage improvements, including green infrastructure.

 

Tesoro Refining and Marketing Company LLC (Tesoro) installed the Avon Marine terminal along San Pablo Bay; however, due to its proximity to the Bay the project was unable to meet the green infrastructure requirements from the Regional Water Quality Control Board (RWQCB).  Therefore, RWQCB staff and Tesoro approached the City of San Pablo to offer funding for the green infrastructure aspects of the Rumrill Complete Streets project as mitigation for the Avon Marine Terminal MOTEMS Compliance Project.

 

The City’s Rumrill Complete Streets Project has received a grant from the EPA to install green infrastructure that will treat 5.3 acres of impervious surface area. The EPA grant only provided 50% of the funding for the green infrastructure; therefore, the funding for the Tesoro mitigation will help to close the gap on the required funding for the project. The funding from Tesoro will be used toward the implementation of green infrastructure for those 5.3 acres.

 

As mitigation for the Avon Marine Terminal MOTEMS Compliance Project, the City of San Pablo will be required to install landscape-based stormwater treatment facilities (green infrastructure) that treat 0.86 acres of impervious surface area. As compensation for the installation and maintenance of this infrastructure, the City will be compensated a total of $395,409 from Tesoro. This funding will provide capital costs of $362,464 for the installation of the infrastructure and $27,218 upfront for the costs of 10 years of maintenance.

 

Staff is requesting authorization to enter into an agreement with Tesoro; this agreement would accept payment of $395,409 from Tesoro in compensation for installing 0.86 of landscape-based stormwater treatment facilities as part of the Rumrill Complete Streets Project. A full description of the project is provided in Exhibit A and the agreement is provided in Exhibit B.

 

FISCAL IMPACT

After the agreement is executed, funding in the amount of $362,464 will be accepted into 320-3203-33403-RUM-CST and appropriated to the 2017/18 Capital Improvement Program project - Rumrill Boulevard Complete Streets (320-3203-43600-RUM-CST). The remaining $27,218 will be accepted and appropriated into a spendable account in a future special revenue fund to be established to pay for ongoing monitoring and maintenance activities.
