Improve Public Safety is one of the top City Council priorities and is an adopted policy item under the FY 2023-25 City of San Pablo Council Priority Workplan, effective May 1, 2023.

 

BACKGROUND

 

In 2018, the San Pablo Police Department entered into a Memorandum of Understanding (MOU) with the Federal Bureau of Investigation, becoming a participating agency in the Contra Costa County FBI Safe Streets Task Force (SSTF). This task force brings together FBI agents, local law enforcement investigators, and federal and state prosecutors to target violent gang activity, curb violent crime, and apprehend violent fugitives in Contra Costa County.  Participating agencies may request federal financial reimbursement for overtime costs incurred by assigned SSTF personnel, up to the maximum annual limit established by the FBI ($20,707.50 maximum limit for FY 23-24).

 

In 2024, SSTF expanded its geographical jurisdiction to include Alameda County. However, Contra Costa County participating agencies have opted not to expand their focus to Alameda County, preferring to concentrate resources on addressing major crimes within Contra Costa County.

 

The Contra Costa County District Attorney’s Office, in collaboration with local law enforcement agencies, established the Contra Costa County Major Crimes Investigation Task Force (MCTF). The primary focus of MCTF is to investigate major crimes such as homicides, violent crimes, narcotics trafficking, organized crime, human trafficking, and other high-priority offenses occurring within Contra Costa County.

 

Participating agencies include the Contra Costa County District Attorney’s Office, Contra Costa County Sheriff’s Office, Contra Costa County Probation Department, Concord Police Department, Hercules Police Department, Walnut Creek Police Department, and San Pablo Police Department.

 

FISCAL IMPACT

 

SSTF provided supplemental funding reimbursements for personnel overtime costs however, MCTF does not offer a supplemental funding source.  Expenses associated with the San Pablo Police Department’s MCTF assignment will be absorbed within the Department’s existing budget.

 

STANDING COMMITTEE REVIEW

 

On October 23, 2024, staff presented the transition from the FBI Safe Streets Task Force to the Contra Costa County Major Crimes Investigation Task Force to the Public Safety Standing Committee (Councilmembers Pabon-Alvarado & Xavier). Upon completion of the presentation, the committee recommended this item be forwarded to City Council for formal approval.
