BACKGROUND
Adopted City Council Priority Workplan (FY 2021-23)
On May 1, 2023, the City Council adopted the FY 2023-25 City Council Priority Workplan (Workplan) via Resolution No. 2023-058 following a Strategic Planning Workshop process which concluded in April 2023. At the same meeting, City Council approved Amendment No.1 to the Workplan via Resolution No. 2023-065.
Two-Step Process for Amending the City Council Priority Workplan
The process for considering a formal policy amendment to the Workplan involves two (2) steps, as follows:
• Step No.1: Adopt a motion via minute order to add the proposed Workplan amendment to a future City Council agenda for formal policy discussion; and;
• Step No.2: Have the policy discussion about the proposed Workplan amendment as part of an agendized item at the City Council meeting to meet Ralph M. Brown Act requirements; Vote to approve/deny the policy amendment to the Workplan by majority vote via Resolution.
Proposed Workplan Amendment No.2 for City Council Discussion
At the end of the May 15, 2023 City Council meeting, on a motion made by Councilmember Pabon-Alvarado, and duly seconded, the City Council voted to schedule a future policy discussion at the City Council meeting on June 5, 2023 to consider amending the Priority Workplan to explore the following:
1) Direct the drafting of an Ordinance for Council’s consideration no later than September 30, 2024 to increase all City Elected Officials’ salaries (with no changes to other benefits) following the next municipal election in November 2024, to take effect when there is a minimum of one (1) Councilmember who commences a new term pursuant to applicable State law requirements.
2) Explore the operational feasibility of staff bringing forward for the City Council’s consideration every two years to increase all City Elected Officials’ salaries (with no changes to other benefits) to take effect when there is a minimum of one (1) new Councilmember who commences a new term pursuant to State law requirements.
Based on previous Council direction, City staff recommends that the City Council consider the following amendments to the Workplan:
MAJOR POLICY AREA: BUILD A HEALTHY COMMUNITY
Add/New:
• Policy Item No.120: Increase via future adopted Ordinance City elected officials’ salaries, (with no changes to other benefits, to take effect when there is a minimum of one (1) new Councilmember who commences a new term after November 2024 election pursuant to all applicable State law requirements.
• Policy Item No.121: Explore the operational feasibility of staff bringing forward of Council Consideration every two years beginning in the Fall of 2026 an ordinance to increase City elected officials’ salaries, with no other changes to benefits, to be considered by future adopted Ordinance at least 60 days in advance of every subsequent municipal election held after the November 2024 election, and before the sitting of the next elected Council per all applicable State law requirements.
Once Proposed Amendment No.2 is approved, the City Manager, City Attorney and designated City Human Resources staff may conduct additional legal and policy research and bring forward an appropriate drafted Ordinance for formal consideration and adoption.
City Manager Recommendation
A proposed Resolution to add these two (2) policy items to the City Council Workplan is included with this staff report for formal consideration and potential adoption by majority vote of the City Council this evening (see Attachment).
FISCAL IMPACT
No fiscal impact has been identified at this time for this agenda item.
Current adopted City Council monthly salaries is $1,094 per month per adopted Ordinance No.2018-004 on September 17, 2018, and budgeted annually at $5,470 for FY 2022-23 period (See Attachment) NOTE: In September 2018, City Council salary was calculated pursuant to Section 36516(a) of the State Government Code which was a five percent (5%) increase allowed for each calendar year from the operative date of the last City Council salary adjustment adopted in 2014.
Additional cost analysis on amending City Council salaries via future adopted Ordinance in accordance with all applicable State law requirements could potentially result in a future fiscal impact up to $7,111 annually for FY 2024-25 period. There is currently no adopted GF budget for FY 2024-25 at this time.
