Build a Healthy Community: Support LifeLong Medical Care, Inc. in Providing Enhanced Medical Services are adopted policy items contained in the FY 2025-27 City Council Priority Workplan, effective April 7, 2025.

 

BACKGROUND

The City Manager’s Office received an invitation from the Lytton Casino and LifeLong Medical Care announcing the 2026 San Pablo Lytton Casino Annual Golf Tournament and Fundraiser Event to benefit Lifelong Medical Care scheduled on Monday, August 31, 2026, at the Richmond Country Club Golf Course in Richmond, California (Att. B). 

 

Support of Lifelong Medical Care is consistent with the City’s major policy goal of having health care readily available for its residents. LifeLong Medical Care is dedicated to ensuring that everyone, regardless of their ability to pay, has access to high-quality health and social services in Contra Costa, Alameda and Marin County.  Each year, LifeLong Medical Care provides health services to more than 52,000 patients within the three counties and 75% are below the Federal Poverty Level.

 

The San Pablo City Council recently adopted a policy on funding one-time, discretionary grant awards for special events activities and events sponsored by eligible non-profit organizations (Resolution 2026-074). As part of the policy, City Council may exercise its own discretion in awarding one-time public financial assistance to eligible organizations or groups contingent upon the following requirements:

 

1.                     Demonstrated community benefit that enriches the local community;

 

2.                     Attendance is open to the general public; and

 

3.                     The activity does not pose unreasonable public safety risks or liability impacts on public property or in City facilities.

 

The above requirements have been reviewed by Staff and provides the following recommendation:

FISCAL IMPACT

A total of $30,000 has been appropriated for Special Event Sponsorships under the City Manager's Contingency Operating Reserve (Fund 190) pursuant to Resolution 26-074. The authorized sponsorship in the amount of $5,000 will be deducted from this account code leaving a remaining balance of $21,000 in FY 2026-27 for future sponsorships approved by the City Council.
