Build a Healthy Community: Improve Connections to Healthy Eating and Active Living is an adopted policy item under the FY 2025-27 Council Priority Workplan, effective April 7, 2025.
BACKGROUND
On December 9, 2025, the City Manager’s Office received an email from the Bike East Bay Team requesting annual sponsorship for their Annual Bike to Wherever Day event scheduled on Thursday, May 14, 2026.
Bike East Bay seeks to increase bicycling to improve the health and quality of life of all residents, reduce environmental impacts and make our streets and communities vibrant places to live, work and play. Since 1972, Bike East Bay has advocated for, helped pass, and established various bicycle-related initiatives like Contra Costa County’s Measure J and lifting BART’s rush-hour ban on bikes. Various sponsorship levels of Bike to Wherever Day help provide Bike East Bay with the resources to promote bicycling as an everyday means of transportation for all residents of the East Bay.
Sponsorship directly supports Bike East Bay's following initiatives:
• Public Health & Active Transportation: Through Bike to Wherever Day, Bike East Bay encourages thousands of residents to adopt healthy, active transportation habits, contributing to community well-being and reducing vehicle miles traveled.
• Community Engagement, Equity, and Accessibility: Bike East Bay is dedicated to making bicycling welcoming and accessible for all ages, abilities, and backgrounds. Sponsorship enables Bike East Bay to expand Energizer Stations, offering a direct touchpoint with even more neighborhoods and facilitating community connections.
• Safety & Infrastructure: Support enables Bike East Bay to expand safe bicycling resources, highlight people-first infrastructure, and encourage active transportation in local communities.
The City Council has previously sponsored this event. The City has participated in Bike to Wherever Day by hosting an energizer station in the past and will also be hosting a station this year.
FISCAL IMPACT
A total of $30,000 has been budgeted and earmarked for Annual Event Sponsorships under the Adopted FY 2025-26 General Operating Budget - City Council Department (100-1110-44050). As those funds have been exhausted, City Council approved an additional $10,000 for FY 2025-26 Special Event Sponsorships via Resolution #2025-140. The authorized sponsorship in the amount of $1,000 will be deducted from this account code leaving a remaining balance of $7,000 in FY 2025-26 for future sponsorships approved by the City Council.
