BACKGROUND

The City has been using 101VOICE hosted Voice over Internet Protocol (VOIP) telecommunications services since 2021. The system has proven reliable, cost-effective, and has provided enhanced functionality for City staff.

 

The previous three-year contract with 101VOICE has expired. City IT staff evaluated other service providers and determined that 101VOICE continues to meet the City’s telecommunication needs. As a result, staff recommend entering into a renewal agreement with 101VOICE to continue with the hosted VOIP service.

 

PURCHASING

This purchase is in accordance with City of San Pablo Municipal Code Chapter 3.16, pursuant to the cooperative purchasing exemption in Section 3.16.110(E), which allows the City to join with other governmental agencies for the joint purchase of equipment, materials, supplies and services or to buy from another public agency's competitive contract without the City undertaking its own competitive bidding process.

 

The California Multiple Award Schedules (CMAS) offers a wide variety of commodity IT products and services at prices which have been assessed to be fair, reasonable, and competitive. IT Management Corporation has a CMAS Contract (3-24-05-1063) that is valid from May 28, 2024, through May 31, 2027, for the sale of 101VOICE hosted VOIP services and telecommunications systems.

 

FISCAL IMPACT

The total cost of the five-year 101VOICE telecommunications service agreement is $149,286.46, comprised of a one-time implementation cost of $821.26 and monthly recurring charges of $2,474.42 (including taxes and fees) for 60 months. The costs will be charged to the City’s Multi Department communications account (100-1430-42001).
