Build a Healthy Community is a major policy goal contained in the FY 2025-27 City Council Priority Workplan, effective April 7, 2025.
BACKGROUND
In response to Metropolitan Transportation Commission’s (MTC’s) 2023-2024 Transportation Development Act (TDA) Article 3 call for pedestrian and bicycle projects, the City of San Pablo submitted an application on January 23, 2023 to request allocation of $160,000 for the Safe Routes to School (SR2S) improvement for E.M. Downer Elementary School Project including ADA ramp upgrades, sidewalk repair and a potential evaluation and implementation of a one-way street conversion to help with school traffic circulation.
City staff previously determined that the project was categorically exempt from environmental review under the California Environmental Quality Act (CEQA) and filed a Notice of Exemption on January 4, 2023.
On July 26, 2023, the City received an “Allocation of TDA Funds in 2023-24” award letter that $90,000 TDA funds were allocated for the SR2S improvements at E.M. Downer Elementary School. Staff recommends accepting and appropriating these TDA funds.
All invoice and reimbursement requests are to be submitted to MTC Accounts Payable by August 31, 2026, in order for the funds to be drawn by September 30, 2026.
