FY 2025-2027 Council Priority Workplan Compliance Statements:

Item 513 - Continue Efforts to Support Hillside Protection and Sustain City Drainage Infrastructure is a major policy goal contained in the FY 2025-27 City Council Priority Workplan, adopted on April 7, 2025.

 

BACKGROUND

This staff report serves to update the City Council on the current status of the 1850 Mesa Buena Emergency Storm Drain Repair project (“Project”) pursuant to Public Contract Code Section 22050 and San Pablo Municipal Code Section 3.16.110.a.  On April 21, 2025, City Council ratified, by unanimous vote, emergency actions previously taken by the City Manager (Resolution 2025-049). This action included entering into a contract with Golden Bay Construction for $52,360 and authorization for the continued emergency procurement actions.

 

A Notice to Proceed was issued for April 15, 2025, allowing Golden Bay Construction Inc. to begin emergency work, with an expected completion within 28 calendar days.  The contractor has procured materials and informed the City that construction can start on April 28th.  The City has approved this start date and scheduled a pre-construction meeting for April 24th.  On April 23rd, the City informed the property owner of the start date and obtained authorization for entry and work on the property. Staff will provide updates as the project progresses.

 

Staff is requesting that the City Council review this report and authorize, by four-fifths vote, continuation of the emergency procurement actions undertaken pursuant to Public Contract Code Section 22050 for the storm drain repair work at 1850 Mesa Buena Avenue.

 

FISCAL IMPACT

There is no change in the fiscal impact of this project at this time. Public Works will absorb the emergency repair costs through its existing CIP budget.
