CEQA Compliance Statement
Generating the list of SB 1 RMRA funded projects is not a project as defined by CEQA. As projects are developed, each will be assessed regarding CEQA requirements before construction.
BACKGROUND
On April 28, 2017, the Governor signed Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017, to address statewide transportation funding shortfalls. SB 1 established a Road Maintenance and Rehabilitation Account (RMRA) in the State Transportation Fund. Since January 2018, the State Controller has deposited revenues generated from increased fuel taxes and vehicle registration fees into the RMRA.
A portion of the RMRA funds is distributed monthly to the City for basic road maintenance rehabilitation and critical safety improvements on local streets and roadways. For Fiscal Year 2026-27, the City of San Pablo is projected to receive $903,625 in SB 1 RMRA funding.
On May 19, 2025, the City Council adopted Resolution 2025-061, approving a proposed project list that included the San Pablo Dam Road I-80 Gateway Improvements Project (0605) and the Giant Road Pavement Rehabilitation Project (0601) for completion during FY 2025-26. Subsequently, on April 20, 2026, the City Council awarded a construction contract for the concrete improvements phase of the San Pablo Dam Road I-80 Gateway Improvements Project via Resolution 2026-059. Construction is anticipated to begin by the end of FY 2025-26 and continue into FY 2026-27.
The Giant Road Pavement Rehabilitation Project experienced minor delays. The construction bid solicitation is expected to be issued by the end of FY 2025-26, with construction anticipated to begin in FY 2026-27.
On April 1, 2025, the City was notified of its selection for Round 26 of the Pavement Management Technical Assistance Program (P-TAP), administered by the Metropolitan Transportation Commission (MTC). P-TAP provides Bay Area jurisdictions with expert consulting support to evaluate and manage their street networks. The City typically applies for P-TAP assistance every other year. In FY 2025-26, City staff began collaborating with a consultant to update the City’s pavement conditions report. Pavement condition surveys and data collection to identify Pavement Condition Index (PCI) scores for Round 26 are anticipated to begin in Fall 2026 and will guide the prioritization of future maintenance and rehabilitation projects.
Giant Road Pavement Rehabilitation Project (0601)
This project will rehabilitate pavement through overlay and slurry seal treatments, upgrade curb ramps to meet current ADA standards, and address sidewalk hazards. The project includes the following street segments:

To comply with SB 1 funding requirements for Fiscal Year 2026-27, staff will submit the approved project list and adopted resolution to the California Transportation Commission.
FISCAL IMPACT
Approval of the proposed project list will position the City to receive its full allocation of SB 1 RMRA funding, estimated at $903,625 for Fiscal Year 2026-27, contingent upon the City Council’s approval of the FY 2026-27 and FY 2027-28 Biennial Budget and Capital Improvement Plan (CIP) on June 15, 2026. The City’s SB 1 RMRA fund balance carries over from year to year and is appropriated only when major pavement projects are scheduled. Funding for these projects will come from a combination of sources, including the anticipated FY 2026-27 RMRA allocation, prior-year disbursements, local contributions, and grant funding.

The Giant Road Pavement Rehabilitation Project has an estimated useful life of 5 to 10 years, and the San Pablo Dam Road I-80 Gateway Improvements Project is expected to have a useful life of approximately 10 years.
RMRA funding for these projects was included in the FY 2025-26 Capital Improvement Program (CIP) Budget, adopted by the City Council on October 6, 2025, pursuant to Resolution 2025-119. Additional RMRA funding for these projects is included in the Proposed FY 2026-27 CIP Budget, and the necessary appropriations will be confirmed upon adoption of the FY 2026-27 and FY 2027-28 Biennial Budget, scheduled for Council consideration in June 2026. Staff will return to the City Council during FY 2026-27 to request appropriation of any additional RMRA funds, if needed.
