FY 2025-2027 Council Priority Workplan Compliance Statements:
Improve Public Safety is a major policy goal contained in the FY 2025-27 City Council Priority Workplan, effective April 7, 2025.
BACKGROUND
The San Pablo Police Department was recently selected by the Department of California Highway Patrol, to receive grant funding in the amount of $181,173.01 to participate in the “Cannabis Tax Fund Grant Program” (CTFGP). These funds are provided to the Police Department to support a comprehensive approach in reducing and mitigating the impacts of impaired driving within our San Pablo community.
The City of San Pablo has sixty-five businesses that are currently licensed to buy and sell alcohol products, in addition to three cannabis dispensaries that are operational, or authorized for impending business operations in 2026.
Since 2023, the San Pablo Police Department has experienced an increase in DUI-related collisions, year-over-year. Within this timeframe, five fatal traffic collision incidents claimed the lives of six people; of these incidents, three of the collisions involved an impaired driver. Grant-funded strategies, including focused traffic safety enforcement and educational outreach initiatives, are designed to enhance an overall effect upon unsafe driving behaviors which impact the safety of motorists, bicyclists, and pedestrians in our community.
The Department intends to utilize awarded funds to conduct DUI enforcement operations, facilitate educational traffic safety presentations to members of our community, procure equipment to support traffic safety and impaired-driving enforcement efforts, and provide additional officers with specialized training to enhance impaired-driving investigations. Advanced training in DUI detection, in conjunction with high-visibility enforcement and educational outreach opportunities, are all critical components to prevent DUI-related collisions, improve traffic safety, reduce traffic collision-related injuries, and to save lives.
The awarded grant funding authorizes reimbursement for the following grant-related expenses:
• Personnel Costs, not to exceed $91,982.44, to conduct DUI enforcement operations and educational outreach presentations, and backfill staffing vacancies resulting from attendance of grant-related specialized training courses.
• Equipment Acquisition, not to exceed $89,190.57, to purchase one DUI Patrol Vehicle, to include outfitting of fleet vehicle emergency equipment and DUI enforcement decal installation.
The San Pablo Police Department supports the grant goals and wishes to participate in the grant program. The grant period is from July 1, 2026 - June 30, 2027, and allows a maximum of $181,173.01 in approved grant-related expenses to be reimbursed by the Department of California Highway Patrol.
PUBLIC SAFETY STANDING COMMITTEE
Staff presented the Cannabis Tax Fund Grant Program (CTFGP) to the Public Safety Standing Committee (Mayor Pabon-Alvarado and Vice-Mayor Xavier) on July 22, 2026. The Committee unanimously voted to receive the presentation and recommended this item be forwarded to City Council for formal consideration and approval.
FISCAL IMPACT
Grant-related expenses will be expended from the Police Department’s FY 2026-27 operating budget (Overtime: 100-2110-41002, and Capital Outlay: 100-2110-46300) as follows:
Reimbursed grant funding will be accepted into the Police Grants revenue account (100-2110-33405), and appropriated back to the applicable Police Department accounts (Overtime: 100-2110-41002, and Capital Outlay: 100-2110-46300):
