BACKGROUND

The San Pablo City Council is conducting a public hearing to consider the status of the City of San Pablo’s (“City”) job vacancies and recruitment and retention efforts for fiscal year 2025. In accordance with California Government Code Section 3502.3 (Assembly Bill 2561), a public agency is required to present the status of vacancies and recruitment and retention efforts during a public hearing before the governing board at least once per fiscal year and prior to the adoption of the final budget. The City Council is holding a public hearing pursuant to the requirements of Government Code Section 3502.3. In addition to presenting information on the status of vacancies, recruitment, and retention efforts, if necessary, the City will identify any necessary changes to the City of San Pablo’s policies, procedures and recruitment activities that may lead to obstacles in the hiring process. The recognized employee organization for a bargaining unit will be entitled to make a presentation at the public hearing in accordance with Section 3502.3 and associated state law.

 

DISCUSSION:

Assembly Bill 2561, passed in 2024 and codified in Government Code Section 3502.3, requires public agencies in the State of California to hold a public hearing to present the status of job vacancies and recruitment and retention efforts, at least once per fiscal year and prior to the adoption of the final budget. Staff will present the following required information at this public hearing:

 

                     The status of job vacancies at the City of San Pablo;

                     Information on the City of San Pablo’s recruitment and retention efforts; and

                     Any necessary changes to the City of San Pablo’s policies, procedures, and recruitment activities that may lead to obstacles in the hiring process.

 

If the number of job vacancies within a single bargaining unit meets or exceeds twenty percent (20%) of the total number of authorized full-time positions for that unit, upon the request of the recognized employee organization, the staff presentation would also include the following information:

 

                     The total number of job vacancies within the bargaining unit;

                     The total number of applicants for vacant positions within the bargaining unit;

                     The average number of days to complete the hiring process from when a position is posted; and

                     Opportunities to improve compensation and other working conditions.

 

As of June 1, 2026, there are no bargaining units with a vacancy rate that meets or exceeds the 20% threshold. In addition, staff have not identified any obstacles in the hiring process.

RECOMMENDED ACTION: Conduct a public hearing and receive and file the presentation on the City of San Pablo’s vacancies, recruitment and retention efforts for Calendar Year 2025, pursuant to Government Code 3202.3.
