CEQA Compliance Statement

Authorizing execution of these funding agreements is not a project as defined by CEQA.

 

 

BACKGROUND

City of San Pablo regularly utilizes both federal and state funds for road and transportation related projects which are administered by the State of California through its Department of Transportation (Caltrans). 

 

Caltrans requires that the City execute an updated “Administering Agency-State Master Agreement for State-funded Projects” with the State in order to receive reimbursements for State-funded projects and an updated “Administering Agency-State Master Agreement for Federal Aid Projects” for federal-funded projects.  The City of San Pablo previously executed its “Administering Agency-State Master Agreement for State-funded Projects (Agreement No. 00508S),” on March 14, 2017. 

 

An “Administering Agency-State Master Agreement for Federal-aid Projects (Agreement No. 04-5303F15)” was executed on June 19th, 2017. This version is current but Caltrans may revise and require an update in the near future.

 

The City is eligible to receive both federal and state funding for road and transportation related projects.  Staff anticipates utilizing both federal and state funds for current and future Capital Improvement Program (CIP) Projects.

 

Staff recommends the City Council to authorize the City Manager execute the respective Administering Agency-State Master Agreements with Caltrans for both State-funded and Federal-funded Projects in a form to be approved by the City Attorney that does not substantially alter the City’s rights, responsibilities, or commitments in its application for grant funding. 

 

The form of agreement for State-funded projects has been included with this staff report.  The form of agreement for Federal-funded projects is still being prepared, but is expected to be similar to the form of agreement previously executed by the City.

 

 

FISCAL IMPACT

Execution of these funding agreements does not have a fiscal impact on the City.
