BACKGROUND
Pursuant to San Pablo Municipal Code Section 2.16.070, the Mayor makes all recommendations to all City Council assignments, which are then affirmed by majority vote of the City Council to become effective. On January 16, 2024, the City Council approved all City Council assignments for Calendar Year 2024 by majority vote via Resolution 2024-007.
New City Council Ad-Hoc Subcommittee (CY 2024)
Currently, there is an operational need by the City Manager to establish a new Temporary City Council Ad-Hoc Subcommittee to discuss goals and parameters for the forthcoming City Council Priority-Setting and Strategic Planning Session pertaining to the 2025-2027 period. That Priority-Setting and Strategic Planning Session is scheduled for Wednesday, February 10, 2025 at 5:00p.m., as approved by majority vote via minute order on October 7, 2024.
The City Manager is recommending formal establishment of this new Temporary Ad-Hoc Subcommittee by minute order via majority vote this evening.
Mayor Recommendation on City Council Assignments
Upon recommendation by Mayor Ponce pursuant to the requirement of SPMC 2.16.070, the following two (2) Councilmembers are proposed to be assigned to this newly established Temporary Ad-Hoc Subcommittee to work directly with the City Manager following their anticipated selection as Mayor and Vice Mayor by majority vote of the City Council when new terms of elected office begin on December 16, 2024, as follows:
• In-coming Mayor for Calendar Year 2025**
• In-coming Vice Mayor for Calendar Year 2025**
**Note: Pursuant to Section 2.16.010 of the San Pablo Municipal Code requirements, and under the current adopted City Council Rotation Policy, the new Incoming Mayor and Vice Mayor for Calendar Year 2025 will not yet be determined, and affirmed by majority vote of the City Council, until the new elected terms of the City Council commence on December 16, 2024.
Ralph M. Brown Act Requirements
All Temporary Ad-Hoc Subcommittees formally established by the City Council have a limited duration of assignment and purpose due to Ralph M. Brown Act requirements. The Temporary, Ad-Hoc Subcommittee established for this purpose will be dissolved upon conclusion of all necessary business associated with the City Council Strategic Planning efforts by March 1, 2025.
