Enhance Community Standards - 202: Develop and Implement Long-Term Environmental Stewardship Goals is a major policy goal contained in the FY 2023-25 City Council Priority Workplan adopted on May 1, 2023, and updated on December 16, 2024.
BACKGROUND
The California Air Resources Board (CARB) Advanced Clean Fleet regulations require the City of San Pablo to transition to 100% zero-emissions vehicles (ZEV) by the year 2042. The City has until January 1, 2030, to opt-in to the ZEV Milestones Option and meet ZEV targets as a percentage of fleets. The breakdown provided by CARB is shown in Table 1 below. This option allows for phasing ZEVs into the fleet between 2025 and 2042, depending on the type of vehicle and its usage. Presently, the City owns 35 on-road vehicles and 7 off-road vehicles/equipment, excluding Police Department vehicles. The ZEV Fleet Milestone percentages must be maintained each year until the next compliance milestone.

This timeline requires the City of San Pablo to begin exploring potential electric fleet vehicles as early as 2025. The City of San Pablo currently has 2 all-electric vehicles in its fleet, but requires a consultant to research and analyze electric vehicle options for the ZEV transition. It is important that the City of San Pablo transition to a ZEV fleet while considering various factors like vehicle total cost of ownership (TCO), charging strategies/needs, original equipment manufacturer (OEM) availability, and maintenance & repair costs.
Additionally, the City’s Climate Action Plan calls for the City to reduce 30% of greenhouse gas emissions by the year 2035. Transportation accounts for 50% of greenhouse gas emissions within the City. The City has identified EVs as one solution to reduce transportation emissions. In efforts to resolve this issue, the City would like to broaden and encourage EV ownership for residents and visitors through the potential development of an EV charging hub within City limits. The City is seeking the assistance of a consultant to determine the optimal location, to provide information about EV charging station contracting approaches, and to perform a revenue analysis to determine the potential revenue capability of a City-owned EV charging hub.
On December 18, 2025 staff issued a Request for Proposals (RFP) for planning and design services for an EV Fleet Transition Plan and EV Charging Hub Design (Project #0108). Staff received five (5) submittals, and after proposal reviews, interviews, and evaluation in accordance with the terms of the RFP, staff determined that the consultant team of Kittelson & Associates, with subconsultants DKS Associates, presented the best overall project proposal and are recommended for selection for the requested planning and design services.
Staff is requesting authorization to enter into an agreement for consulting services with Kittelson & Associates based on the terms of the RFP and proposal submitted by Kittelson & Associates. The term of the agreement will be until the completion of the project, which is expected to be December 31, 2025. Staff is requesting authorization for the City Manager to enter into an agreement with Kittelson & Associates for the above services for the amount of $73,865.
Furthermore, in order to compensate for this consultant service, staff is requesting authorization to appropriate $36,933 from Fund 100 - General Funds Designated Reserves (GFDR) and transfer $36,932 from the FY2024/25 Public Works Department Operating Budget to the EV Charging Hub Project (0108) to fund the agreement with Kittelson & Associates.
