BACKGROUND
The Public Works Department Maintenance Division is responsible for the daily maintenance and upkeep of City properties and infrastructure including security, repairs, and major maintenance of City-owned assets such as buildings, landscaping, roadways, vehicles, and parks. The Public Works Department has identified a need to replace the pour-in-place rubber play surface pads at Davis Park as part of the City’s ongoing commitment to maintaining safe and accessible recreation facilities for the community.
Davis Park features an outdoor playground equipped with pour-in-place rubber play surface pads that provide critical safety cushioning for children while using the playground equipment. Over time, the rubber surface has deteriorated due to regular wear and tear from weather exposure, foot traffic, and general use. This degradation has led to areas where the surface has become uneven, cracked, or has started to peel away, posing a potential safety risk to users and creating a less inviting play environment.
Staff has conducted a thorough inspection of Davis Park, and it has been determined that replacement of the rubber play surfaces is necessary to ensure the safety of park users and the longevity of the playground. The pour-in-place surfaces shows visible signs of wear, including cracks, gaps, and uneven areas. Staff pursued cost proposals and found a suitable replacement through Spectrasystems, Inc.
Replacing the rubber surface at Davis Park aligns with the City’s efforts to enhance the safety and usability of its parks and recreation spaces. The new play surfaces will provide a more durable, safer environment for children and families, while also ensuring compliance with industry safety standards.
Additionally, the project is expected to contribute to the community's overall well-being by ensuring that these key public spaces remain in excellent condition for years to come. It also serves to improve the visual appeal of these public areas, making them more attractive to residents and visitors alike.
This project was procured as a small public works project, which if under $75,000 can be accomplished through negotiated contract. Staff tried to execute this project last calendar year with a different contractor, but was unsuccessful due to their inability to provide proper insurance and difference in contract provisions.
The Public Works Department recommends that Council authorize the City Manager to execute an agreement with Spectrasystems, Inc. to replace pour-in-place rubber play surface pads at Davis Park in the amount of $50,668 with a 15% contingency in the amount of $7,600 for a total authorization not to exceed amount of $58,268. As a reference, Spectrasystems completed the rubber pad replacement at Wanlass Park also.
FISCAL IMPACT
The total cost to replace pour-in-place rubber play surface pads at Davis Park is $50,668 with a 15% contingency in the amount of $7,600 for a total authorization not to exceed amount of $58,268 will be made from the FY 2024-25 Public Works Operating Budget (100-3410-43600 and 237-3610-43600).
