FY 2023-2025 Council Priority Workplan Compliance Statements:
Item 202: Identify and Implement Long-Term Environmental Stewardship Goals is an adopted policy item under the FY 2025-27 Council Priority Workplan, effective April 7, 2025.
BACKGROUND
In February 2026, the U.S. Environmental Protection Agency (EPA) was accepting applications for the Water Quality Restoration Grant Program within the San Francisco Bay Program. This competitive funding opportunity supports projects that improve water quality and make measurable progress toward restoring San Francisco Bay and its watersheds.
On February 17, 2026, the City Council approved the Public Works Department to submit an application for this funding pursuant to Resolution 2026-021. The proposed application was to:
• Sutter Ave Monitoring - Perform water quality monitoring at the Sutter Avenue Green Street Project for monitoring twelve (12) events over four (4) years to meet regional National Pollutant Discharge Elimination System (NPDES) permit requirements and to receive C.3.j acres.
• Green Stormwater Infrastructure Maintenance - The City has installed over 40 bioswales along Rumrill Blvd and Sutter Ave. Operations and maintenance are an eligible expense under this grant program and can pay for the replacement of plant materials, testing alternative planting configurations, and other maintenance activities.
• Staff Time - City staff time to conduct program management, grant administration, and community outreach to increase awareness and participation in bioswale stewardship.
The total project cost is $1,681,000, comprised of $1,260,600 in grant funds and $420,400 in match. The match will be a combination of staff time, financial contributions from the Contra Costa Clean Water Program for monitoring elements, and financial contributions from Oldcastle, the company that built the infrastructure at Sutter Avenue.
Staff is seeking authorization to accept and appropriate funds as outlined in the fiscal impact section and authorization for the City Manager to execute any agreement necessary to receive these funds.
FISCAL IMPACT
The total project cost is $1,681,000, comprised of $1,260,600 in grant funds and $420,400 in match. The match will be a combination of staff time, financial contributions from the Contra Costa Clean Water Program for monitoring elements, and financial contributions from Oldcastle, the company that built the infrastructure at Sutter Avenue.
