CEQA Compliance Statement

This project was determined to be Categorically Exempt from environmental review under CEQA Guidelines (California Code of Regulations, Title 14, Division 6, Chapter 3, Sections 15000-15387) Section 15301, Existing Facilities, since this project involves the rehabilitation of existing facilities (rubber play surface at Davis Park and Community Center Tot Lot) to meet current standards of public health and safety. 

 

BACKGROUND

The Public Works Department Maintenance Division is responsible for the daily maintenance and repair of City-owned infrastructure, including parks and recreation facilities. On April 21, 2025, pursuant to Resolution 2025-054, the City Council authorized execution of a contract with Spectrasystems, Inc. in the amount of $50,668, plus a 15% continency, for a total authorization not to exceed $58,268, for the replacement of pour-in-place rubber play surface pads at Davis Park.

 

During project coordination, staff identified that the Community Center tot lot exhibits similar signs of deterioration to its rubber play surface, warranting replacement due to safety concerns. The scope of work at the Community Center mirrors the Davis Park Project and includes demolition and replacement of the existing pour-in-place rubber safety surface.

 

The Community Center features an outdoor toddler playground equipped with pour-in-place rubber play surface pads designed to provide critical safety cushioning for children while using the playground equipment.  Over time, these rubber surfaces have deteriorated due to weather exposure, foot traffic, and general wear, leading to cracking, peeling, and uneven areas. These conditions present potential safety hazards and create a less inviting play environment.

 

A thorough inspection confirmed the need for full replacement to ensure the safety of park users and to extend the lifespan of the facility. As such, staff recommends approval of Contract Change Order #1 (CCO #1) in the amount of $35,440 to extend the existing contract with Spectrasystems, Inc. for the Community Center tot lot. The total revised contract authorization, inclusive of both Davis Park and the Community Center, will not exceed $93,708.

 

This work is consistent with the City’s commitment to maintaining safe, high-quality public spaces and recreation infrastructure. Spectrasystems, Inc. previously complete the rubber pad replacement at Wanlass Park, and the Public Works Maintenance Division was satisfied with the quality of work provided.

 

FISCAL IMPACT

  • Original Contract (Davis Park): $50,668 + $7,600 (15% contingency) = $58,268, per Resolution 2025-054, approved on April 21, 2025
  • Proposed CCO #1 (Community Center Tot Lot): $35,440 (Current Approval Request)
  • Total Revised Contract Authorization: $93,708

 

Funding for the Community Center Work will come from the FY2025_26 Public Works Operating Budget (100-3410-43600 and 237-3610-43600).
